The Federal Energy Regulatory Commission (FERC) published the final Environmental Impact Statement (EIS) for both FirstLight (FL) and Great River Hydro (GRH) projects on January 30, 2026. Connecticut River Conservancy and many other organizational and individual stakeholders advocated for numerous important inclusions over the 13-year process, many of which are reflected in the final Environmental Impact Statements. The final EIS marks a milestone for one of the final steps in the relicensing process. There will be some further delay due to appeals of the 401 Certification in all three states by the Connecticut River Conservancy. The licenses can only be issued once those appeals are completed.
